8. 7:50 Finance Committeez
Harpers Branch Creek Greenbelt—Justin Haynes is leading a volunteer project to restore the creek bed of Harpers Branch Creek. He is pursuing contributions and grants and has requested that SRCC allow him to deposit any contributions or grants into the SRCC  Sponsored Fund Account at Austin Parks Foundation (APF). APF is a 501(c)(3) organization and can accept charitable contributions.  The Finance Committee recommends that SRCC allow contributions and grants for the Harpers Branch Creek Greenbelt to go into the SRCC account at APF.  

VOTE EXPECTED.  Motion: SRCC will allow contributions and grants for improvement of the Harpers Branch Creek Greenbelt to be deposited in the SRCC Sponsored Fund Account at Austin Parks Foundation.

9. 7:55 Finance Committee

Harpers Branch Creek Greenbelt Matching Funds—The Finance Committee recommends that SRCC make $500 available as matching funds to any contributions or grants received for improving the Harpers Branch Creek Greenbelt.  Matching funds would come from the SRCC Capital Projects Account at APF, with the condition that the funds need to be matched by the end of May 2025.  
VOTE EXPECTED.  Motion: SRCC will make available from its Capital Projects Account at the Austin Parks Foundation $500 to be used as matching funds for any donations or grants received for the purpose of improving the Harpers Branch Creek Greenbelt.  These matching funds will only be available until the end of May 2025.

10. 8:00 Finance Committee
Historic Preservation Committee Gift Agreement—The Finance Committee met with Susan Armstrong Fisher and Robin Sanders, representing the SRCC Historical Preservation Committee (HPC).  The HPC prepared an agreement with a contractor regarding the development of a vacant lot on Newning Avenue and a contribution to SRCC.  The HPC requested that the proposed contribution be accepted by SRCC.  The Finance Committee discussed reasons why HPC considered this agreement to be in the best interest of SRCC.  However, the appearance of accepting the contribution in return for not opposing the development was a concern.  The Finance Committee voted (3-1) to recommend not approving the agreement with the developer.
VOTE EXPECTED.  Motion: SRCC does not approve the gift agreement between the Historic Preservation Committee and Fergie Time, LLC.

11. 8:05 Finance Committee
Advance Notification of Motions by SRCC—The Finance Committee discussed the straw poll regarding the Historical Preservation Committee’s gift agreement taken at the September 17th General Membership meeting.  Although it was not binding, the vote was not posted on the agenda and committee members felt that it was not consistent with best practices for meeting procedures.  In previous years, any proposed motion was identified on the agenda so that members could be alerted in advance.  The Finance Committee recommends that SRCC return to standard practice regarding notification of expected votes.  
VOTE EXPECTED.  Motion: SRCC will note on future agendas if a possible vote will be taken on an item of business, and except in unusual circumstances, SRCC will not vote on a motion that was not posted on the agenda.
