SRCC GENERAL MEMBERSHIP MEETING MINUTES

1. Call to order/President’s report

Presenter/chair of meeting: Noah Balch

and by Zoom

Meeting called to order at 7pm, Gretchen Otto appointed as secretary for this meeting. Appreciation to the church for hosting us.

2. Approve General Membership Meeting Minutes for previous general meeting

No changes requested; minutes from June 18, 2024 accepted as posted. Meeting minutes available at: www.srccatx.org.

3. Treasurer’s Report

Sam gave the report in Will’s absence. No new expenses, had some dues income. Net income of over $700 for year. General fund balance is $19,400 and parks balance is $4300. Finance committee approved expense for Wildflower Church to host the candidate forum ($50).

4. Membership Report

Presenter: Mary Janecek-Friedman, SRCC Membership

We have 256 members currently. We need help with people checking in members at hybrid meetings. We are still looking for a permanent secretary, meanwhile need volunteers to take minutes at meetings.

5. Reports from Standing Committee Chairs

Planning and Zoning: See below, item 7

Historic Preservation (Susan): 1407 postponed another month; 409 East Monroe concern about demolition by negligent; owner has been cited. Some folks with possible demos are in talks with committee.

Finance: See above under Treasurer’s report

Mobility: See below, item 9

Public Safety (Tom): Always looking for help with neighborhood watch. Crime down within our neighborhood; mostly on outskirts/along major roads. Porch package thieves are biggest issue.

Parks and Environment (David): No report
Schools (Gretchen): Today was the first day of school! Communications (Betty): Re-did map on website.

6. Reports from Area Coordinators and Group Representatives

TECHS CAT: no update; meeting on 8/28
ANC, SCC: no update
EROC: happy to be a part of the candidate forum
SCWAB: meetings happening without notice or proper representation and they are giving away entitlements to developers without asking for anything

St. Edward’s: added to map as part of area 8 GENERAL BUSINESS ITEMS

7. Planning and Zoning

Presenter: Anita Tschur, Planning & Zoning chair

1. 1607 Kenwood: no neighbor rep at meeting, so the city is allowing variances
2. 1409 Alta Vista: owner wants to demo but HLC keeps postponing, hoping to avoid demo
3. 200 E. Riverside PUD: Two 500-foot towers right on Riverside, they are in a hurry to get going. TIA is

inaccurate; based on office space and not residential
4. SRCC Resolution regarding City of Austin building permit application requirements

(RESOLUTION re Deed Restictions)

Enforcement of deed restrictions and covenants falls on landowners. City’s HOME program and related changes to development rules doesn’t necessary follow these. The resolution is asking city to put something in permitting process asking developers to check and see if there is anything that would impact the project and if so, notified related parties.

Motion by Robin Sanders to approve resolution and it was seconded.
Discussion ensued. Question was called and we had 2/3 vote to end discussion.
Final vote on motion was 12 in favor, 4 opposed, 2 abstaining. The motion passed. Motion by Robin to amend the wording of the resolution to use the phrase “due diligence” instead of “review of title.” Motion was seconded. Discussion ensued.
Final vote: 9 in favor, 6 opposed, 5 abstentions, the motion passed.

8. SRCC and BCNA Mayoral Candidate Forum

Presenter: Betty WeedCommunications chair
On September 11, 2024, from 6-8 p.m., SRCC and BCNA will host a mayoral candidate forum at

Wildflower Church, 1314 E. Oltorf St. Organizers are accepting proposed questions for the candidates. Volunteers are needed.

9. Mobility Updates

Presenter: Mark Thompson, Mobility chair

1. Parking sign changes and permit process for residents and guests: Still in sign-installing phase, starting with Academy area, starting north and working their way south. Permit applications are available on city website. Money will be used for things like sidewalks, starting with Academy.

2. Traffic impact analysis for 2105 S. Congress project, “The Leland on South Congress.”: they put an exit onto Live Oak and then didn’t account for that in their report. Asked Zo’s office for help and waiting on response. 200 East Riverside: original project was office/retail and now is residential and TIA has not been updated for new set of characteristics.

Blockwalk on Saturday, August 26, at 9:30 a.m. in North Central Austin. No experience necessary! Talk to neighbors on your block about why you support Kathie, share our campaign flyer, and offer them a yard sign. We’ll help with materials and will recruit others if you’d like help. And if you’d prefer to just drop off a campaign flyer, we can get a list together.
Ask your friends, neighbors, and local businesses if they want a free yard sign. If they fill out this form, we’ll deliver!
