MINUTES
1 SRCC Welcomes Members and Guests
Presenter throughout unless otherwise noted: Noah Balch, SRCC President
Verification of quorum. The quorum was verified. The Meeting was called to order at 7:01pm
Some general discussion on how many in-person meetings we should have in the future, and if we would be also having Executive Committee meetings as hybrids in the future.
2 Approve Executive Committee Meeting Minutes

Vote on motion to approve minutes. Meeting minutes available at: www.srccatx.org
The Secretary recorded minutes for the Executive Meeting of Tuesday, February 6th, 2024; the Minutes were distributed for feedback and then published on February 12th, 2024.
The President asks if there are objections or corrections to the Minutes, none being voiced, the Minutes are approved unanimously.

Membership is at 247 which is up from last month

a) P&Z

b) Historic Preservation
409 East Monroe has issues with its demolition permit which has been denied; now neighbors have concerns about a ‘passive demolition by neglect’. Owners are now trying to appeal the demolition. Neighbors are asking the COA to take action since there is no resolution or progress and communication with the owners has ceased.
c) Finance
Sam asks for approval for an expense related to the P&Z’s HOME Article graphic.

Tom reports that it’s just the usual mayhem in the neighborhood. He’s always looking for more folks to join in neighborhood watches and patrols.

Gretchen shares a video updating us on schools as well as TECHS. She shared an image of the proposed changes and developments at TECHS that also explains how the process will work during construction and after. The design is close to final, and is well thought out, providing indoor and outdoor spaces, well lit buildings and dedicated areas for each of the disciplines.

7 SCWAB [VOTE]
Presenters: Wendy Todd and Ford Smith
Discussion and vote for new SCWAB representative.
Ford Smith has been presented as a candidate for SCWAB.
Carol Martin asks if Representatives are clear that they are to be carriers of the SRCC positions, and if Ford understands that? That has been made clear to him that it is our expectation.
Ruth Casarez gave her perspective of having spoken with Ford, but since she didn’t understand the role of SCWAB, she deferred to Wendy Todd.
Ford Smith joins us to discuss the position. He gave a background of his experience and his interests. He’s passionate about the environment and how communities can serve the individual and common health and interests.
Questions were asked about time commitments, and expected engagement and availability for the meetings?
Chris Philllips-Frishman makes the Motion to vote to appoint Ford Smith to SCWAB, Mary seconds the Motion

8 Mobility
Presenter: Mark Thompson, SRCC Mobility Chair
Project Connect, CapEx I-35, and PTMD updates.
Mark Thompson informs us that the PTMD is now on the 3rd version of signage, but those won’t be put up until after SXSW – that could take up to 8 weeks to finish, and there will be a two-week grace period. Obtain parking permits and hangtags through the city’s Residential Parking Program (RPP) website.
Amazon will be blocking James Street for SX; this was approved last year, so it doesn’t affect our income this year, but will next if they renew.
Light Rail Open Houses are happening now; the Travis Heights station and the elevated rail coming south over the river are still in flux and not decided. Since Oltorf will be a terminus, there is discussion on where to place a Park and Ride near the Oltorf station,
Austin Transit Partnership is a local government conglomeration that was founded to build Austin’s proposed light rail projects.
9 Planning & Zoning
Presenter: Anita Tschurr, SRCC Planning & Zoning Chair
Updates and general discussion, including:
Liquor License for Wings on Oltorf & S. Congress – is this a simple request for a liquor license or a waiver? Only waivers that affect AISD have been objected to.
222 Riverside – update that the project is on hold for 2-3 years at least
Travis Park – the site looks good and well taken care of, but definitely in need of renovations. There are some concerns about management that are being researched.
Meeting with CM Qadri – Anita has a meeting scheduled for the end of the month with CM Qadri.
PotLuck – we don’t have a specific plan but we are feeling the need to get together more casually in person. General discussion about timing, needs and dates.There are resource materials such as staffing, set-up, break-down, utilities, supplies and clean-up.
Historically the Election Meeting was devoted to this and as such the agenda was kept to a minimum. Anita will spearhead the effort and help coordinate. May 7th is our tentative date!
Anita appreciates Ruth for her great work and excellent attitude working with the process to review drafts and create a great Newsletter. Ruth Casarez believes we should have the Newsletter by the end of next week. We can circulate it first as PDF online if there are delays at the printers.
