1. Welcome Members and Guests

Presenter throughout unless otherwise noted: Noah Balch, SRCC President 

Verification of quorum: Quorum was verified.

The Meeting was called to order at 7:05 pm

2. Approve General Membership Meeting Minutes

Presenter: Chris Phillips-Frishman, SRCC Secretary

The Secretary recorded minutes for the General Membership Meeting of Tuesday, September 19th, 2023; the Minutes were distributed for feedback and then published on October 4th, 2023.
The President asks if there are objections or corrections to the Minutes, none being voiced, the Minutes are approved unanimously.

4. Membership Report & Voting

5. Reports from Standing Committee Chairs

a) Planning and Zoning

b) Historic Preservation 

Demolition and New Construction Application was submitted for 514 East Live Oak. Opposition was registered and it has been postponed for consideration.


Wolf Sittler gave an update on the Norwood House; they are currently working on securing and closing up the house, painting it and putting on a roof, so obviously conservation is still on the table.

c) Finance

d) Mobility 

CapMetro will be here next month with a presentation on Project Connect

e) Public Safety

f) Parks and Environment

November 4th at 9am is the next day to help work in the park, contact  dtodd@wt.org for more information.

g) Schools 

Travis High School (now known as Travis Early College High School) will be rebuilt with funds from the 2022 AISD Bond package. AISD is seeking community input to design and functions for the new high school.

The Campus Architectural Team (CAT) is holding 2 community meetings at the Wildflower Church (1314 E. Oltorf St.) in their Community Room:

At this point this is still about adding input and voices to the process, nothing is in the planning stages as of yet. Page Architects are on the project and they have applicable experience (i.e. Bowie, Rosedale).

AISD will be hosting a meeting regarding this process on November 9th; this should be a hybrid-meeting.

Last meeting focused on upcoming changes with zoning. There will be several upcoming meetings scheduled.

d) SCC

e) South Central Waterfront 

Wendy Todd updates that there is now a regulating plan in draft form that will be released later this year.

f) St. Edward’s 

none

g) South Central Affordable CDC 

none

h) Area Coordinators

Area 2 

Russ Fraser reported that neighbors have asked about an SRCC plan for the proposed LDC changes by Council. This led to a discussion about alternatives including a letter from SRCC to Council, signing up for the LDC hearings, etc. No formal Motion was made.

GENERAL BUSINESS ITEMS

7. SRCC Newsletter

General discussion regarding articles, distribution, and contributions.

Presenters: Ruth Casarez, SRCC Newsletter Editor – Betty Weed for Ruth.

Newsletter is out, much praise for Ruth for a really well done issue; if anyone needs help with distribution, please let us know. 

8. Planning and Zoning

Project updates including proposed revisions to the Land Development Code.

Presenter: Anita Tschurr, SRCC Planning and Zoning Chair

On October 26, the City Council and Planning Commission will hold a public hearing at City Hall regarding the HOME proposal (Home Options for Middle-income Empowerment). For consideration this fall, Phase 1 allows up to 3 homes on single-family properties. 

HOME Phase 2 is still in the exploration stage and the City may present recommendations to the public in spring 2024. Phase 2 proposes a reduction in the minimum lot size requirement to promote small starter homes. 

Discussion on the Restrictive Covenant with the Alpine project; negotiations continue.

9. Mobility

General updates re: CapEx, Project Connect, and PTMD. 

Presenter: Mark Thompson, SRCC Mobility Chair 


PTMD has exceeded the City’s financial expectations from the roll out; within the first week the collections were approximately $17,000, portions of which can be funneled back into neighborhood mobility projects such as sidewalks.

Enforcement has not yet begun, but informational cards are being used in preparation for a mid-December enforcement. 

Vote to elect Mark Thompson and Wendy Todd to the PTMD Operations Committee.

Noah Balch made a Motion to elect Mark Thompson and Wendy Todd to the PTMD OC, the Motion was Seconded by Mark Thompson

The Motion passed; vote stands at 22 Aye; 1 Nay; 0 Abstain 

10. GENERAL ANNOUNCEMENTS

Travis Heights Art Trail is November 4th and 5th, a great opportunity to interact with our neighbors. Look for banners and yard signs or go to travisheightsarttrail.org
