CALL TO ORDER/APPROVAL OF MINUTES
1. 7:30 Meeting procedures, etiquette, welcome newcomers. Verification of quorum. Reminder: state your name when presenting or seconding a motion. If an acronym is stated during the meeting and you don’t know what it means, please feel free to raise your hand and ask (see also footnote*).

2. 7:35 Membership and voting announcements. Pay multiple years in advance and get a discount.
Single membership: 1-yr $20; 2-yr $35; 3-yr $50 / Family membership: 1-yr $35; 2-yr $65; 3-yr $95
NOTE: In order to vote, dues must be paid a month in advance, with the exception that if a former member’s dues have lapsed no more than 2 years, they may renew at the meeting and be eligible to vote.
3. 7:37 Approve minutes from February 2, 2015, last regular monthly meeting (available at www.srccatx.org).

5. 7:45 Committee Chairs reports
1) Parks, Schools, Environment; 2) Planning & Zoning; 3) Transportation & Public Safety;
4) Norwood; 5) Historic District; 8) Finance; status of projects funded by SRCC; 9) ANC*; 10) Communications
4- The Norwood House is currently floating in the air while they wait for the ground to dry out enough to rebuild the foundation. Next up will be some tree trimming.
1- Parks gave an update on some park cleanup activities that include working on the new Heritage Oaks park and the Blunn Creek Preserve.
9- ANC update from James Bilodeau:
Delia Garza, Councilmember, District 2 came to speak.
· Capital Metro – Biggest issue for her. Need to make bus system more reliable for people in her district who must rely on it.
· New committee structure seems to be effective and urges patience. Means decisions won’t be foregone when councilmembers show up at city council meeting.
Chief Art Acevedo, Austin Police Department also came to speak.
· Discussed efforts to increase participation/observation of police training procedures. He invited neighborhoods to participate.
· Expressed support for automatically activated body cameras as long as ensure that we purchase the correct system
Flood mitigation resolution was proposed.
· Resolution proposes more robust flood mitigation efforts including enhanced enforcement of impervious cover limitations, better drainage and flood abatement infrastructure, work with other cities to better control inappropriate development in flood prone areas.
Jim Duncan, Member of Land Development Code Advisory Group spoke about need to preserve principals around original zoning rewrite.
· Reiterated need to return to original intent of zoning that he was enacted over 20 years ago (e.g. watershed overlay, neighborhood plans, capital site lines, etc). Variances are becoming a major problem.
· Reiterated danger that rewriting of land use code under CodeNext may not respect neighborhood plans. He reiterated importance of neighborhood associations to be engaged.
6. Vicki Faust was present to offer information related to her property at 206 E Elizabeth. She is looking to build another structure that requires a variance because the main structure is behind the auxiliary structure. The Zoning Committee has reviewed the case and chose to take a position of not opposing the variance but the vote will need to go to the Executive Committee since the vote is needed before our next meeting.
OLD BUSINESS
6. 7:50 Executive Committee email vote on Raptor House SXSW event permit

The Raptor House submitted their proposal late and the City sent the issue to SRCC to vote on whether or not to allow the late submission. The Executive Committee, along with input from neighbors directly affected, voted not to support this request.
NEW BUSINESS
7. 7:55 SXSW Music is March 17 – March 22! How to handle neighborhood issues: outdoor music regulations, Resident Parking Permit restrictions, traffic, short-term rentals– use 311 app to report concerns.

Use your smartphone to install the Austin 311 app that allows you to submit reports without having to call in. You can take photos, geolocate and add notes to your submission as well as track its status.
8. 8:00 Elections of Officers and Area Coordinators

The full slate of Area Coordinators and Officers were elected by acclamation.
9. 8:10 SRCC logo contest results

Thanks to Gloria Lee, Matt Lynaugh and Garret Nick for submitting logos. The winning submission was the oak tree design submitted by Matt Lynaugh and Gloria Lee.

Area 6 desperately needs Area Coordinators and Block Captains!
The new Communications Committee Chair has worked to create a “monthly review†that sends out a summary of official SRCC news once a month along with a reminder just before the next meeting. A notification of this review will be posted on the Yahoo! group and other channels but the content resides on SRCCatx.org.
Charlotte Bell with Travis Heights Art Trail announced that she needs volunteers to help with this year’s art trail event.
