1. SRCC Welcomes Members and Guests

2. Approve Executive Membership Meeting Minutes

Presenter: Chris Phillips-Frishman, SRCC Secretary 

Vote on motion to approve minutes.

SRCC EC MEETING MINUTES of Tuesday, September 5th, 2023 were submitted for feedback and approval; published on September 12th, 2023

5. Reports from Standing Committee Chairs

a) Planning and Zoning

  • 200 Riverside put on hold
  • Information on the Penn Field’s historic value; Alpine St is adjacent to this property, and they are seeking our formal support. Thus far they’ve been sensitive to our requests, but it’s not determined if that will continue. Suggestion to seek a restrictive covenant to get an agreement on their development

b) Historic Preservation

  • 514 East Live Oak has a demo application and it looks like there is opposition from the City
  • Norwood House update should be coming soon
  • There was a Meeting with Zo Qadri about how we can best preserve our historic status

c) Finance

none

d) Mobility

Mark Thompson reminds us that paid parking has started at SoCo and as it continues to roll out: there is no ‘enforcement’ yet as we are in the rollout grace period

e) Public Safety

Tom Groce is still looking for people to help with Crime Patrol – please reach out to him if you can assist

f) Parks and Environment

g) Schools

Gretchen Otto reported on the THES ACT program and how they are seeking community input. 11/09/23 will be the public opportunity to give input. 

h) Communications

Newsletter has been sent to printers and is in process

7. Mobility

City staff have made edits to the three plans based on public input and feedback from boards and commissions. View the latest plans using the links below:

● 2023 Urban Trails Plan and Appendices

● 2023 Sidewalks, Shared Streets, and Crossings Plan and Appendices

On October 5, 2023 at City Hall Council Chambers, 301 West 2nd Street, and viewable through the ATXN website beginning at 10:00 am, Austin City Council members will consider an ordinance amending the Imagine Austin Comprehensive Plan; updating the Austin Strategic Mobility Plan; and adopting: 

(i) the Urban Trails Plan

(ii) Sidewalks, Crossings, and Shared Streets Plan

(iii) the Bicycle Plan

8. Planning & Zoning

Presenter: Anita Tschurr, SRCC Planning & Zoning Chair

Updates on a few conversations and general discussion

9. Membership Ad-Hoc Committee

Presenter: Carol Martin, Area 4a Coordinator 

Carol Martin reported back that the Committee did a lot of work to cover Hybrid Meetings and the Voting Procedures; it will require two Assistants for the Meetings. There hasn’t been direct work on the technology that would support what is needed, but there are suggestions on the process.
