1 SRCC Welcomes Members and Guests 

Presenter throughout unless otherwise noted: Noah Balch, SRCC President 

Verification of quorum. The quorum was verified. The Meeting was called to order at 7:02pm

2 Approve Executive Committee Meeting Minutes 

Presenter: Chris Phillips-Frishman, SRCC Secretary

Vote on motion to approve minutes.

The Secretary recorded minutes for the Executive Meeting of Tuesday, March 5, 2024; the Minutes were distributed for feedback and then published on March 13th 2024.

The President asks if there are objections or corrections to the Minutes, none being voiced, the Minutes are approved unanimously.

7  Planning and Zoning [VOTE] 

Presenter: Anita Tschurr, Planning & Zoning Chair 

1. Willow Springs Demolition. No response needed

2. Procedures for newsletter submissions and position papers for P&Z.  – tabled for future meeting

3. Vote for East Live Oak.  tabled for future meeting 

4. Discuss and vote on a letter to SCWAB by Wendy Todd.  tabled to next meeting 

5. Discuss and vote on ANC Resolution.

8 Mobility 

Project Connect, CapEx I-35, and PTMD updates. 

Presenter: Mark Thompson, SRCC Mobility Chair 

PTMD has settled on design and is rolling out signage –  the good news is that City crews will start on Academy Drive, the street most affected by the slow rollout. They will then shift west of S Congress and work through Bouldin down to Johanna.  Crews then shift back east and complete the SRCC side before finishing the west side of S Congress from Johanna southward. The entire re-signing process will require six to eight weeks with all parts in place by the end of June. Parking congestion will be reduced once the signwork is complete.

Next meeting, PARD is coming to visit us regarding the conversion of the old Youth Hostel into a boathouse once the current boathouse is booted by Project Connect for a new bridge across Lady Bird Lake.
